The new edition of the World Disaster Report 2009 of the International Federation of Red Cross and Red Crescent IFRCRC aims to turn the attention from expensive operations to cope with the disaster to effective preventive measures against it. Although natural hazards can not be prevented, they turn into disasters for the affected communities when they are vulnerable and unprepared. Early warning systems have proven that they can save lives and reduce economic losses at all levels.
