The 2010 IFRC / CP strategy acknowledges that the Movement is experiencing a serious decline in the number of volunteers and members. Part of it can be explained by major political and economic changes. However, volunteering in the world is not only not decreasing, but on the contrary even increasing. There are probably factors within the Movement that are contributing to this decline.
The situation in our country is similar, although efforts are being made to stimulate volunteer activity and the participation of people in overcoming local problems. The Bulgarian Red Cross wants to be one of the leading organizations in the mobilization and management of volunteers to fulfill its mission. In this regard, and in order to meet current and future growing needs for volunteers, as well as to ensure their organizational and financial activities, the BRC has developed a policy for the development of volunteering. It represents a unified philosophical, methodological, organizational, qualification and managerial basis for creating a favorable environment for the development of volunteering in the Bulgarian Red Cross, which will help realize the strategic priorities of the organization at national and local level.
The policy presents the principles, definitions, standards, rules that the organization must follow and maintain in order to be able to realize its vision of volunteering. In this way, it will complement the 2010 Strategy of the Bulgarian Red Cross and will assist in the development of existing and future programs.
