Financial Management and Control System / FMS / in the Bulgarian Red Cross


CHAPTER ONE
GENERAL

Art. 1. (1) This system has been established on the grounds of art. 3 and 4 of the Law on Financial Management and Control in the Public Sector (LFUKPS), Art. 2 of the Law on Internal Audit in the Public Sector, the Law on Accounting, Methodological Guidelines on the Elements of Financial Management and Control, issued by the Ministry of Finance on 11.09.2006. and Art. 21, item 5 of the Statute of the Bulgarian Red Cross.
(2) The system complements the policies and procedures described in other internal organizational documents. It defines norms for financial management and control in the Bulgarian Red Cross, which will contribute to the achievement of the pre-set goals. Financial management and control is a comprehensive process integrated into the activities of the organization, which is carried out by management and staff.
