The Bulgarian Red Cross in its capacity as a beneficiary under the Operational Program "Human Resources Development", Grant Scheme BG051PO001-5.2-07 Care in a family environment for independence and dignified life of people with various disabilities and single people - activities "Social Assistant" and "Domestic Assistant" - Phase 3, with the partner support of Sofia Municipality, started the implementation of Contract № BG051PO001-5.2.07-0268-C-0001, "Home care for independent and dignified life".

Total value of the project : BGN 157,725.91
Project implementation period : 01.06.2011 - 01.08.2012
Duration: 14 months.
Period for providing the service: 12 months
The project will include: People with disabilities due to oncological, cardiovascular and orthopedic-traumatological diseases over the age of 18, whose health restrictions put them in isolation and inability to organize their lives and social life.
Total number of users of social services : 50 people from the capital's Lozenets, Sredets and Triaditsa districts.
General goal of the project : Creating conditions for a full and independent life of people with disabilities by providing the service of a domestic helper on the territory of Sofia Municipality - Lozenets, Triaditsa and Sredets.
Specific objectives:
  • Improving the access to social services for people with disabilities on the territory of Sofia Municipality;
  • Overcoming the social isolation of people with disabilities by improving their social status and health;
  • Limiting the risk of dependence on institutional type of care;
  • Raising awareness about the domestic helper service as a form of social service in the community;
  • Establishment of a system for monitoring the quality of social services in the community;
  • Creating opportunities for acquiring qualifications and employment of unemployed persons;
  • Specialized training and qualification of staff for the provision of social services in the community;
  • Supporting family members who care for their loved ones - people with disabilities and the elderly and ensuring the opportunity for them to be realized in the labor market.

For users of the social service "Domestic helper":

Necessary documents:
1. Application from the applicant wishing to use the services - download the attached document at the top of the page
2. Identity document of the person - for reference.
3. Medical documents certifying the health condition of the candidate (Expert decision of the TEMC - obligatory, protocol of LKK, other medical documents).
4. Copy of personal health book, with data about the personal doctor of the candidate.
5. Declaration of income, marital and property status. - Download the attached document at the top of the page
If necessary, other documents may be required.

The selection of users is carried out after an individual needs assessment of all candidates.

According to Article 17 of the Social Assistance Act and the guidelines for application, all service users should pay user fees, which will be regulated in the concluded tripartite agreements - between the user, the domestic helper and the BRC.

Approved users will receive one or more of the following services, depending on their needs:
  • Maintenance of hygiene in the homes of consumers (tidying up, hygiene and current cleaning of the user's living space)
  • Maintaining personal hygiene (help with daily toilet and dressing, bathing, etc.)
  • Grocery shopping and food preparation.
  • Purchase of hygienic materials, medicines and essentials with the user's funds, payment for electricity, telephone, water, taxes, etc.

The provision of the Home Assistant service will start on August 1, 2011.

For job applicants for the position of "Domestic Assistant":

Necessary documents:
1. Application for employment.
2. Professional CV.
Candidates approved by documents will be invited for an interview, after which a final selection will be made.

Specific requirements for candidates:
1. Education - secondary.
2. Not to be currently engaged in other employment relationships.
3. Not to be convicted.
4. Mandatory condition - not to be retired.

Deadline for submission of documents: 22.06. 2011 - 4 pm, sent to e-mail: m.zayova@redcross.bg or submitted in person to the office of the National Assembly of the Bulgarian Red Cross.

Please note that when hiring, approved candidates must present a criminal record certificate, a certificate from a mental hospital, a document of completed education, a medical certificate, a document of completed course "Domestic Assistant" (if any).
